To check for municipal field rainouts call 470.5413. The information given pertains ONLY to games played specifically at the municipal fields.  All other games are decided by the coaches.

HBA Umpires

 

The training for umpires during the 2010 has been completed.

 All scheduling of umpires will be done online so prospective umpires must have access to an email address.  Prospective umpires are encouraged to register at our umpire website.  Training on using the site will be included with the training in April.

UMPIRE TRAINING

ATTIRE

Base umpires are required to wear khaki slacks or shorts and must be belted with approved HBA umpire T-shirt tucked into the slacks.  Umpires are to wear a navy baseball cap.

Non-certified plates umpires are required to wear khaki slacks (no shorts) belted with approved HBA T-shirt tucked into the slacks.  Navy blue baseball cap and all approved protective plate equipment.

Certified umpires are required to wear their designated OHSAA (excluding OSHAA shirt and OSHAA Hat). Wear a navy blue hat and grey slacks and all approved protective plate equipment.

GAME TIME ARRIVAL

All umpires will arrive fifteen minutes prior to game start time.

PREGAME MEETING WITH UMPIRES AND HEAD COACH

Plate and base umpire must meet at home plate with head coaches five minutes prior to the start of game.

  • ask for game balls
  • determine which team is home/visitor
  • discuss how many innings, run rule and game time limit
  • discuss field issues/dead ball obstacles, safety (ex: hole in fence/ball stuck in fence)
  • go over courtesy runners
  • tell coaches to hustle their players on/off field
  • shake hands and say “Have a good game”

STARTING THE GAME

  • plate umpire makes sure all field players are properly dressed and in position.
  • check dugouts for safety issues
  • look at base umpire in field position “A” and verify that he is ready to start the game
  • pitcher on rubber w/baseball and both batter and catcher to be in position.  At that point, the umpire should point toward the pitcher and call “PLAY BALL”.  The ball is live.
 

BASE UMPIRES 

MOVEMENT AND POSITION “A” “B” and “C”

Instructors are to physically demonstrate proper movement of the base umpire upon the ball being hit.

POSITION “A” – NO BASE RUNNERS

POSITION “B” – RUNNER ON FIRST BASE

POSITION “C” – RUNNERS OCCUPYING BASES OTHER THAN FIRST BASE

*Show proper posture on the field at all times.  Don’t fold your arms in front of you. They should be down to your sides with feet evenly apart.  Keep your mind on the game at all times. Don’t let it wander to other subjects. 

POSITION “A”- with no runners on base.  This is in foul territory; don’t straddle the foul line, about 10 or 12 feet behind the first baseman. Body should be squared to home plate.

POSITION “B”- with runner on first base.  Stand approximately halfway between the pitcher’s mound and second base (on the first-base side of the infield).  This position allows the base umpire to move easily to be able to cover a pickoff attempt or an attempted steal of second base.

POSITION “C” - will be used in situation with runners occupying bases other than first base.  Stand approximately halfway between the pitcher’s mound and second base (on the third-base side of the infield).  This position allows the base umpire to move easily to be able to cover a pickoff attempt or steal of ANY base.  

You are responsible for plays at the bases as well as if a plate umpire refers to you for assistance regarding a check swing.  Plate umpire MAY confer with you on a check swing. ALWAYS BE ALERT! 

8 YEAR OLD LEAGUE/1 Umpire only (base)

    • Each team, not the umpire, keeps score. Remember to ask scorekeeper for final score in order to record your game on your game report.
    • Base umpire is responsible for safe and out calls only.
    • Base umpire stands in “Position B” for entirety of game.
    • Base umpire keeps track of pitch count for each at bat.  Each batter is entitled to 6 pitches, except if the 6th pitch is fouled by batter, then the batter receives another pitch.
 

PLATE UMPIRES

You are responsible for all loaned protective plate equipment from the HBA.  Please be responsible and care for your equipment.  Please note that this equipment is ONLY on loan to you and MUST be returned upon the completion of the spring season.

Coaches are responsible for batting order not the plate umpire.

DON’T talk too much.  Simple, strong, LOUD, audible calls. Ex: OUT, SAFE, FOUL BALL, STRIKE

St. Brendan’s and at Hilliard Crossing; please make an attempt to keep area behind backstop free from spectators.  NO spectators are permitted to be sitting/leaning on the field maintenance box located directly behind the backstop.

You are in charge of the game.  You and your base umpire are a team; therefore, back-up your base umpire’s call. DO NOT allow coaches to bully your base umpire. Take control, it’s your field. DO NOT be afraid to issue warnings to coaches, players and/or spectators.

GENERAL INFORMATION

BALKS – Pitcher fails to come to a clear stop as part of his pitching motion.  Runner/Runners advance one base. No balks called in 9/10 or 11/12.

DEAD BALL – Ball becomes dead when: 

  • Batted ball touches umpire before touching any fielder and before passing any fielder other than the pitcher.
  • A pitch or any thrown ball goes into a stand or other dead ball area. (player’s bench, lodged in fencing, under backstop).

DROP THIRD STRIKE – Runner on first and less than two outs, the batter is out when a third strike is not caught.  If there are two outs or if no runner is on first base, the batter is not out unless the third strike is caught.  The batter is entitled to TRY to reach first base BEFORE being tagged or thrown out. (PONY AND SENIOR PONY)

INFIELD FLY – A fair fly ball (not including a line drive or an attempted bunt) which can be caught by an infielder and provided the hit is made before two are out and at a time when the first and second bases or all bases are occupied.

INNINGS: Number of innings in each league - 

    • 8 Year old league – 5 innings
    • 9/10 Year old league – 6 innings
    • 11/12 Year old league – 6 innings
    • Pony league – 7 innings
    • Senior Pony league – 7 innings

Game limit time –No inning shall be started after the 1 hour and 45 minute time limit.  The 1 hour and 45 minute time limit applies to all fields.  If an inning is in progress at the 1 hour and 45 minute limit, inning should continue.  Ex: games scheduled to start at 5:45 and 7:45 cannot start a new inning past 7:30 or 9:30.  ALL GAMES MUST BE COMPLETED WITHIN 2 HOURS.  Please use your judgment. If you are one out away from completion of inning, please complete the inning. 

LEAD-OFFS:

  • 8 year old league – Not permitted
  • 9/10 year old league – Not permitted
  • 11/12 year old league – Not permitted
  • Pony league – Permitted
  • Senior Pony league – Permitted
 

PLAYERS REQUIRED TO START A GAME:

    • 8 Year olds – 7 Players
    • 9/10 Year olds – 7 Players
    • 11/12 Year olds – 7 Players
    • Pony league – 8 Players
    • Senior Pony league – 8 Players
 

RUN RULES:

    • 8 year olds – Inning consists of three outs or one complete rotation through the batting lineup.
    • 9/10 year olds – Home team is ahead by (10) runs at the completion of 3 ½ innings, or the Visiting team is ahead by ten (10) runs at the completion of 4 innings.
    • 11/12 year olds- Home team ahead 10 runs at completion of 3 ½ innings, or Visiting team is ahead by 10 runs at completion of 4 innings.
    • Pony league – After team that is behind bats in the 5th inning and is behind 10 or more runs. No inning will start after 2 hours and 10 minutes of play.
    • Senior Pony league – After team that is behind bats in the 5th inning and is behind 15 or more runs; or after the team that is behind bats in the 6th inning and is behind 10 or more runs. No inning will start after 2 hours and 10 minutes of play.
 

STEALING:

    • 8 year olds – Not permitted
    • 9/10 year olds – Not permitted
    • 11/12 year olds – Stealing permitted, CANNOT STEAL HOME
    • Pony league – Stealing permitted
 

Metal cleats are not permitted. Except in Pony and Senior Pony leagues where they are permitted but not required. 

HBA 2010 RULE CHANGES

8 YR OLD:

    Rule 13 will be changed to the following:  Boys/Girls 13 years or older, with baseball experience, will conduct base umpiring.  These individuals will be selected and assigned by the HBA.

    Rule 12 add: Time Out Line – a line will be drawn between the bases.  Any runner not crossing the line prior to time out being called must return to the previous base.

      Rule 14 change wording from “season” to “game”.

    Rule 9 added to tournament rules:  All players present will play a minimum of two (2) innings (within the first four innings) of each game in a defensive position.  No player shall remain in the same position for longer than three (3) innings and that each player be provided the opportunity to play in the infield during the game.

      Rule 8 tournament rule add:  (unlike regular season 15)

9/10 YR OLD:

      Rule 7 add scenarios:

      1. If runner at second steals third and the catcher overthrows third, the runner cannot advance home and must stay at third.
      2. Runner previously at first base tries to reach third on a teammates hit; a bad throw is made to third trying to tag out the runner, the runner can advance home.
      3. Batter trying to stretch a double into a triple, a bad throw is made to third, the runner can advance home.
 

11/12 YR OLD:

      Rule 12 #4 change to: No balks will be called

      Rule 14 #2: Exception: Game will restart at last completed inning during tournament.                                      

WEATHER CONDITIONS

No weather condition poses a greater danger for baseball participants than lightening.  From the time thunder or lightening flash is observed, play SHALL be suspended for a minimum of thirty minutes for the last sound of thunder or observed lightening flash. All participants (coaches, players, umpires and fans) should seek shelter.  

Once the first thirty minute game suspension has begun and lightening and/or thunder is observed again, umpire will call for an additional thirty minute of game play suspension from last occurrence of lightening/thunder.   If lightening/thunder is observed again during second game suspension, game SHALL be cancelled immediately.

Senior plate umpire on the HBA fields is to make deciding call and all other umpires occupying remaining fields are to follow the senior plate umpire’s lead.

In order to receive games, you MUST be registered on the new website.

You must check your email daily.  Games NOT responded to within 48 hours WILL be taken away and given to the next available umpire.

PROCESS FOR REGISTRATION

  • Go to www.RefTown.com
  • Click on HBA (second column)
  • Click on Public and then Registration (left-hand side)
  • Click on Submit New Registration (right-hand side)
  • Fill out and click on submit
  • Username and password will be emailed back to you once your registration has been accepted.  You are welcome to change your passwords once your registration has been approved.
 

INPUT YOUR AVAILABILITY

  • Log into RefTown and click onto schedules (third tab at top)
  • Click Availability
  • Click on Edit Availability (in red, top and center of calendar)
    • Enter your availability for the season.  Make sure that you keep your calendars updated on a regular basis.  Games are assigned according to availability that is shown on your calendars.
    • Underneath the words “log-out” (top right), you will see “Calendar Instructions”.  This will give you the instructions to help you fill-in your calendar.
  • Make sure that you click SUBMIT CHANGES.  Your calendar will not be saved unless this is done.

As before, you will receive an email advising you of game assignments.

You must accept and or decline assignments.

48 hour reminder notices will be emailed to you this year.

Should you be unable to fulfill your assigned commitment after 48 hour notice has been sent, you are required to notify Kelly Montgomery or Mary Beth Goldsberry as soon as possible.  NO- SHOWS WILL NOT BE TOLERATED.  DO NOT FIND A REPLACE YOURSELF.

GAME REPORTS

  • Log-in and access game schedules
  • Click on pencil icon on left of game that you are reporting on.  Simply enter score of game and incidents that you wish to bring to our attention.
  • Click submit
